The Nexus of Grid Operations and Customer Engagement
With the adoption of various behind-the-meter resources (i.e. DERs) by customers, the operation and planning of the electric system has never been more challenging. Load Flexibility is seen as a part of the solution to mitigate the need for costly upgrades of the distribution system, but customers purchased their smart thermostats, batteries, electric vehicles, etc. for reasons that don’t include coordination with their utility. Join us as this panel representing various industry perspectives discuss the challenges and opportunities they see for today and tomorrow.

Valuation: The Key to Unlocking Load Flexibility Resources
A key to accelerating the adoption of load flexibility resources at scale is to unlock potential value streams. Core to unlocking those value streaming is establishing cost effectiveness for multiple stakeholders: the resource owner, the connecting utility, and other ratepayers. This session, the co-leads of the PLMA Load Flexibility Valuation Strategic Initiative will give an update on the work of the initiative to date, which has largely been focused on localized distribution value, and reference case studies by utilities, regulatory bodies and research institutions to advance load flexibility valuation. Second, researchers from Oak Ridge National Laboratory (ORNL) and industry experts will discuss the emerging challenge in standardizing grid services value streams for large flexible loads such as data centers. The team will present an approach to data center load behavior modeling and the results of an economic cost-benefit assessment that leverages the data center’s inherent flexibility to create value in local areas. The presentation will be followed by a Q&A session with all participants.

Utility-scale VPPs: Delivering Confidence in Retail DER Programs
In an “all hands on deck” moment for the electric system, material amounts of peak reduction and grid relief are coming from unexpected places. Aggregations of home battery storage delivered hundreds of megawatts of peak power during the 2025 summer season across the country – including a 500+ MW test event in California from residential batteries alone – demonstrating that customer devices are dispatchable, reliable, and quickly scalable when utilized to help ease peak demands. Through the diverse perspectives of a utility, an aggregator, an OEM, and a researcher, this panel will provide a look back on some notable successes of residential battery aggregation programs in the summer of 2025 and provide a look-forward for how adoption trends will support broader utilization of customer-sited battery storage across more of the country.

New Approaches to Battery Programs
Join us for this session where we share some innovative approaches to battery programs—where overcoming high upfront cost of batteries has limited the growth of this highly flexible resource.
First, we’ll examines Eversource’s commercial and industrial (C&I) battery deployment within their VPP portfolio. Attendees will learn about the challenges, successes, and proven strategies from the program, gaining actionable insights for incorporating battery assets into their own demand response and virtual power plant initiatives. The discussion covers practical implementation steps for C&I segments and proven approaches for maximizing customer satisfaction and maintaining high participation rates throughout the program lifecycle.
Also, Base Power and Guadalupe Valley Electric (GVEC) will share the story of how they’re solving those issues. Base deploys residential storage behind-the-meter and continues to own the asset, making it dramatically cheaper to the homeowner and 24/7 dispatchable to the utility. Base aggregates the fleet and provides control of it to GVEC, who operates the batteries to generate savings for its membership through peak-shaving and market operations.

The Path to Scale: Maximizing EV Managed Charging Value Through Collaboration Across Utility Siloes
Managed charging is evolving from small-scale pilots to scaled programs that actively manage EVs at distribution and bulk levels. Internal siloes across utility departments have emerged as a barrier to scaling and capturing the full EV value stack. To address this challenge, SEPA launched the Managed Charging Implementation Task Force (MCITF) in May 2025, bringing together 30 organizations, including utilities, software providers, consulting firms, and national labs, with experience scaling, designing, and evaluating managed charging programs. Together, they work to identify barriers, co-create industry best practices, and identify steps to advance progress across utility departments. This workshop convenes participants to share progress to date and engage in interactive discussions on industry priorities to help scale managed charging programs. Learnings will include program evaluation and lessons from utility regulatory, customer programs, and distribution and bulk system resource planning teams.

AI at the Grid Edge: Unlocking DER Flexibility at Scale
A cross-border case study, co-presented by Australian and US utilities and facilitated by Gridsight, about how AI/ML is being used to deploy grid-aware DER orchestration, enable flexible interconnection, and unlock locational value from VPPs and managed charging programs at scale. The session will highlight Endeavour Energy’s leading Flexible Solar Exports program, which allows customers to double their renewable exports to the grid while protecting against network reliability or quality impacts. The session will also discuss the efforts of Xcel Energy and Sacramento Municipal Utility District to enable dynamic EV charging, including flexible connection agreements for public/fleet charging and dynamic operating limits to reduce local feeder and transformer impacts from residential EVs.

Community-Powered Virtual Power Plants: Unlocking Grid Services with EVs, Solar, and Storage
Community Choice Aggregators (CCAs) are pioneering virtual power plant (VPP) innovation by aligning community needs, climate goals, and customer value. This session will highlight how CCAs are deploying EV smart charging as the foundation for multi-device VPPs that scale grid services while keeping customers engaged. Drawing on lessons from multiple CCAs—including Ava Community Energy’s SmartHome Charging program (targeting 10,000 EV enrollments) and San Diego Community Power’s Solar Battery Savings program (supporting 1,600+ homes and 2,200 batteries for 7.2 MW of peak reduction)—the session will explore how EVs can serve as the first entry point for mass customer participation. Panelists from Optiwatt, Lunar Energy, and leading CCAs will discuss program design, regulatory considerations, customer engagement strategies, and incentive models that unify EVs, solar, and batteries into a community-scale VPP. Attendees will walk away with practical insights into how local programs are scaling DERs as reliable, dispatchable grid resources.
