Ballot to Elect the 2026-2028 PLMA board

Background

PLMA accepted Director and At-Large Member self-nominations from Leadership Council members through September 26, 2025 for election to the Board of Directors for the 2026-2028 term. Six (6) Board of Director seats, and four (4) At-Large Leader seats have terms that expire at the conclusion of the 2025 year. Each position will be elected to a three-year term (with a term limit of six consecutive years) from among Leadership Council members in good standing. The Board of Directors will elect the four (4) Officer positions which are Chair, Vice-Chair, Secretary, and Treasurer.

Job Description

PLMA looks to the Board of Directors to provide strategic leadership and vision to assist the Executive Director with tactical support in the operation of the Association consistent with the Board’s direction. Tasks include:

  • Review, Understand, and Comply with the duties and responsibilities of the Board as described in the PLMA By Laws
  • Understand, Comply with, and Assist in Enforcement of all PLMA Policies
  • Actively support the delivery of a strategic objective or other working group and participate in the Strategic Planning process
  • Participate in quarterly Board Meetings to ensure quorum is met
  • Participate in Conference Planning and Presentation Evaluation
  • Review, Edit, and Discuss new or revised PLMA Policies. Be present to vote to accept or reject policies
  • Provide feedback on materials and reports submitted by Executive Director for review
  • Participate in at least one PLMA Board committee
  • Become involved in other PLMA activities as they arise
  • Proactively promote PLMA and especially its conferences and membership in PLMA

Board Officers meet independently via monthly conference calls, and at other times as deemed necessary. Officers must remain an employee of a PLMA member organization for the length of their term, and are expected to participate in a majority of the monthly calls and other in-person meetings. There is no compensation or travel reimbursement from PLMA. The PLMA Election Policy, By-Laws, other internal policies as well as detailed descriptions of each Board Officer and Board of Director position are posted on the Board Home Page.

Dave Alspector, Tierra Resource Consultants

Dave Alspector

Director, Tierra Resource Consultants

EXPERIENCE

Since 2007, I have been a trusted partner to utilities nationwide, driving innovative solutions across DSM market research, regulatory strategy, program design, implementation, and evaluation. I began my career at Summit Blue/Navigant, where I played a pivotal role in helping utilities achieve compliance-based energy efficiency (EE) goals through strategic program design and evaluation. At Tierra Resource Consultants, I have taken a leadership role in advancing the integration of load flexibility programs into utility resource plans, enabling decarbonization while ensuring affordability and reliability. My recent work with leading utilities—such as Arizona Public Service, Tucson Electric Power, NV Energy, Duke Energy, and Seminole Electric—has focused on delivering impactful outcomes through engineering analysis, benefit-cost modeling, customer research, and regulatory support. By developing and implementing “grid-value” portfolio strategies, I help utilities maximize energy and capacity savings, integrate renewables, and address electrification-driven demand growth.

GOALS

My goal as a PLMA Board Member is to support the organization in demonstrating how Load Flexibility is essential to achieving a decarbonized, reliable, and cost-effective energy grid. As a Professional Engineer (PE) with experience collaborating across utility departments – including DSM, resource management, grid operators, regulatory, rates, and grid planning – I will engage with grid/resource planning professionals and decarbonization experts to foster collaborations that showcase the measurable cost-effectiveness and emissions reductions of load flexibility programs. Through active participation on the Membership Committee, I aim to expand PLMA’s technical reach, enhance its impact, and strengthen its position as a leader in advancing innovative grid solutions within the broader energy community. In addition, I will actively engage with the Emerging Professionals group to support their professional development and participation in PLMA activities.

INITIATIVES

As a Board Member, I will continue to champion both the Decarbonization and Valuation initiatives by continuing to lead the Decarbonization strategic theme and through active participation in the Valuation strategic initiative. For Decarb, this includes highlighting examples of load management programs being used to shift energy to times with no/low carbon intensive generation, case studies of load management resources facilitating renewable integration, and documenting the tools and data sets used to quantify these impacts. For Valuation, I plan to serve as a “decarbonization liaison” to understand the range of methods for how carbon impacts might be counted, valued, and prioritized from both a planning and operational perspective.

PAST ACTIVITIES

I have been closely involved in PLMA since 2022 and have gained a better understanding of the organization’s goals, its people and culture, and the overall strategy to grow the organization to meet its new vision. My most recent engagement has been through my 1-year position as PLMA board member in 2025 where I’ve contributed to the formation of the membership committee charter, and support the emerging professionals interest group. My past and on-going activities include leading the Decarbonization thru Load Management strategic initiative and theme, organizing multiple workshops/sessions at PLMA conferences, participation in two strategic retreats to develop PLMA’s two-year visions, and reviewing/scoring abstracts for the Fall and Spring Conferences and EV/DER Symposiums.

Rich Barone

Enterprise DERMS Solutions Architect, Oracle Energy and Water

EXPERIENCE

I bring 17 years’ worth of industry experience, ranging from entrepreneurship, consulting, director of Utility Customer Energy Resources department, as well as enterprise DERMS product architecture. Some of the specific highlights within that experience include serving as a business and product development lead for an early stage company that developed a distributed computing platform for the management of DER, leveraging system planning insights to develop and stand up a unique market for grade services in Hawaii, and architecting an enterprise, comprehensive DERMS with Oracle.

GOALS

My goals for PLMA remain consistent. I would like for PLMA to continue to serve as the trusted source from the practitioner perspective on the myriad of dimensions involved in implementing demand flexibility, while continuing to serve as the beacon that lights the way forward for our industry. And as the industry takes on new dimensions, incorporating new technologies, and involving new stakeholders; my vision for PLMA is that we remain at the forefront, increasing our breadth and depth, while maintaining the sense of community that is the PLMA ethos.

INITIATIVES

Categorically, I’d like to help support and/or champion as needed, initiatives that fall into strategic initiatives, strategic growth, and governance. Specifically, I want to remain involved with the current strategic initiatives with a particular emphasis on continuing to support the evaluation of grid services, especially as delivered through DER. Looking forward, we are on the precipice of an industry capacity crisis – both in terms of supply and delivery – resulting from the propagation of AI. I would like to take an active role in supporting the handful of PLMA visionaries that have already begun paving our path forward in this arena. In terms of strategic growth, I want to support the area under our tent to ensure that we are not only including new stakeholders, but continuing to ensure as representative a membership base as possible, helping guide young professionals and those new to the industry, and weaving a wider range of technical and business disciplines into the PLMA fabric. Finally, and perhaps of immediate importance to me personally, I would like to help with PLMA’s leadership transition, while simultaneously helping to stabilize our new governance structure. With our Executive Director retiring next year, coupled with the prospect of some turnover on the Board of Directors in only the second year of a new governance structure, supporting the evolution of that governance structure, in which I had a heavy hand in forming, and representing a voice that can bridge potential knowledge gaps that may result from Rich’s departure, I feel a conviction and a sense of (welcome) obligation to remain on the board for one more term during this period.

PAST ACTIVITIES

I’ve been very active with PLMA for the past 10 years. My efforts range from coaching the DER integration interest group, to serving as Vice Chair, to supporting the last four strategic retreats, leading key strategic initiatives such as DER as a Grid Resource, and finally to serving as chair of the board for the last four years during which time I led the effort to restructure PLMA’s governance model. Additionally, I played a principal role in the search committee for our initial hiring of a formal, staff Executive Director, which led to the hiring of both Rich and Judy. I have also, as an officer, served on the fiscal committee for the last six years. Oh, and let’s not forget the above all, I genuinely love PLMA, the organization, the people, the family, and the work that we do. My contributions to this organization for the last decade or so have been as meaningful to me as anything else I’ve achieved in my career. Shifters!

Troy Eichenberger

Senior Program Manager, Tennessee Valley Authority

EXPERIENCE

I bring over 20 years of experience at the nation’s largest public power producer, the Tennessee Valley Authority (TVA), where I spent 15 years managing a diverse portfolio of Demand Response programs, including Direct Load Control, Aggregated Demand Response, Interruptible Pricing Products, and Voltage Optimization. I recently transitioned into a new role evaluating TVA’s largest capital projects for efficiencies, where I apply a data-driven mindset and a collaborative approach to drive continuous improvement. My experience spans cross-sector partnerships, stakeholder engagement, and strategic planning. I have a proven track record of translating complex data into actionable insights that support organizational growth and impact. I have served on the PLMA Board of Directors since 2017 and as Treasurer for the last six years, helping guide the organization through significant growth and change. My leadership has focused on fiscal transparency, policy development, and long-term sustainability. Beyond the energy sector, I’ve held leadership roles in nonprofit governance, including serving as a Trustee and member of the Sustainability Steering Committee at the University of the South – Sewanee, a board member for Project Canterbury at the University of Tennessee at Chattanooga, and senior warden and former treasurer of my church vestry. These experiences have deepened my understanding of fiscal oversight, mission alignment, and long-term organizational stewardship.

GOALS

My goal is to help PLMA continue to thrive as the leading voice for load management professionals by fostering collaboration, innovation, and strategic growth. I want to ensure PLMA remains a trusted resource for practitioners navigating the evolving landscape of load flexibility, electric vehicles, and energy storage. As utilities face increasing pressure to serve large data centers in capacity-constrained areas, I’m convinced PLMA has a critical role to play in facilitating dialogue, sharing best practices, and exploring innovative solutions to manage these emerging demands. I am also committed to supporting the organization’s financial health and leadership continuity during this important period of transition.

INITIATIVES

As a Board Member, I am committed to continuing my service on the Fiscal Committee, where I will focus on supporting revenue growth and ensuring that PLMA maintains strong financial practices as it evolves. I also look forward to contributing to the successful transition to a new Executive Director through my role as co-chair of the Succession Planning Committee. This leadership change is a pivotal moment for PLMA, and I am eager to help ensure it is handled with care, transparency, and continuity. I am also passionate about expanding PLMA’s engagement with emerging technologies, particularly energy storage and electric transportation, which are reshaping the landscape of load flexibility.

Ruth Kiselewich, ICF

Ruth Kiselewich

EXPERIENCE

I have 35 years in the energy industry including almost 25 with Baltimore Gas & Electric (BGE) and the last 10 with ICF. At BGE, I led its extensive DSM portfolio including award winning energy efficiency and direct load control programs and a behavioral DR program. At ICF, I have especially focused on demand response, pricing, DER, grid modernization and regulatory advisory. I have extensive non-profit/association leadership experience including as board treasurer at AESP and treasurer at a K-12th grade independent school. At PLMA, I was on the Executive Committee for 5 years, before becoming the Board Secretary 3 years ago.

GOALS

My top three goals are:

  1. Ensure PLMA is a quality run association focused on meeting its members’ expectations.
  2. Continue driving innovation to grow PLMA’s position as the premier community of energy load management specialists and assist the industry meet its diverse and evolving challenges.
  3. Grow the association’s pluralism of thought and perspectives, as well as diversity through broad representation in participation and leadership.

INITIATIVES

  1. As co-chair of the search committee, I want to hire a superior new executive director and ensure a smooth transition from our current, excellent leader.
  2. I want to continue to be a leader helping strengthen PLMA’s new governance structure, its committees, and policies.
  3. I want to continue building on PLMA’s financial strength through participation on the Fiscal Committee and helping the board make financially responsible decisions.
  4. I want to champion Strategic Initiatives that drive industry innovation, addressing challenges such as the increasingly large load growth.

PAST ACTIVITIES

For the past three years, I have been Board Secretary. As such, I led making changes to the By-Laws and various policies that were required by PLMA’s recent organizational changes. I helped establish the Fiscal Committee and have been a member since its inception. I regularly score presentation abstracts and award submissions and participate in the development of conference and Symposia agendas. I am a regular conference session co-moderator, and I participate in various Strategic Initiatives. I currently am a very active PLMA participant and hope to be re-elected to the Board (and ultimately to the position of Board Secretary) to continue my contributions to PLMA and the energy industry.

With over 25 years of experience in the Climate tech industry, I am a passionate and skilled leader who has spearheaded innovative clean energy and sustainability solutions for diverse high-profile clients including Fortune 500 companies, major utilities, federal, state, and local governments, international funding agencies, and clean energy startups. With a deep commitment to client success and comprehensive energy industry domain expertise – I am a trusted partner for my clients through delivery of technical advice, strategic advice, development of lasting connections, and successful delivery of multi-million-dollar engagements. My educational credentials include Ph.D. in Urban-Environmental Planning, M.S. Building Design and a Bachelors in Environmentally Conscious Architecture, and I hold certifications in energy management, carbon reduction, and green building design. I have extensive knowledge and experience about Load Flexibility and have developed numerous Distributed Energy Resource (DER) programs, Virtual Power Plants (VPPs) and other load optimization solutions to deliver grid resilience, decarbonize buildings, and create financial value for customers. As the Vice President at Olivine, Inc, I am currently focused on the development of decarbonization products and solutions, business development and company-wide growth initiatives.

GOALS

My goals for PLMA would be to continue its great work and continue expanding to bring in additional voices in the load-flexibility work- voice of the customer, researchers and academics, building operators/managers, more utilities etc. PLMA should continue growing and expanding as the leading association for load management experts, practitioners, and vendors – expand to more members, relevant content and education and training for professionals. PLMA should also continue being nimble and responsive to industry trends and needs- e.g. decarbonization, data centers, dynamic prices etc. As PLMA grows and expands- another goal to address would be how not to lose the feeling of community it currently offers its members and audience and not become another conference relationship.

INITIATIVES

In my first year as a Board Member at PLMA- I volunteered to be on the Equitable and Affordable Access to Load Flexibility strategic theme. I also volunteered to work with the PLMA staff on working on effectively keeping the Leadership Council engage. I hope I will get an opportunity to continue these engagements. As a Board Member at PLMA-I would like to continue to champion its existing initiatives of promoting and advocating for women to advance in load flexibility work and advancing load flexibility as a decarbonization tool. Amongst new ideas for initiatives that might benefit the PLMA network- I can think of a new initiative focused on showcasing cutting edge technology solutions that we typically do not hear about in programmatic initiatives ( e.g. thermal energy storage, hydrogen etc.), and maybe identifying ways to bring in the building operator, owner, manager perspectives to the conferences (i.e. Voice of the customer ).

PAST ACTIVITIES

I have been actively involved with PLMA since 2019- presenting at Olivine conferences, I have received two awards from PLMA over the years, managed our corporate memberships/sponsorships and actively involved with interest groups and Women in DM. I am one of the founding co-chairs of the C&I Interest Group. I am on the conference planning committee and also actively engage with the decarbonization initiative- which is aligned with my day job right now. Active presenter and representative of innovative load flexibility work.

Robin Maslowski, Trillium Energy Consulting

EXPERIENCE

18 years of experience working internationally with utilities, vendors, and institutions on DR and DER-related strategic planning, procurement, potential studies and forecasting, program design, cost-effectiveness analysis, evaluation, and analytics.

  • Principal and Founder of Trillium Energy Consulting, a single-member LLC working with local governments, utilities, community-based organizations, vendors, and strategic partners on advancing the uptake of DER and load flexibility.
  • Prior to Trillium, I spent 16 years at Guidehouse (previously Summit Blue Consulting, then Navigant) where I was a Director co-leading Guidehouse’s Energy Analytics team, in which I supported Guidehouse’s Energy practice with new solution development for DER-related analytics, particularly in load management, transportation electrification, decarbonization pathways, and grid modernization & asset investment planning.
  • Active member of PLMA since 2014 (see below for more detail on my activities with PLMA).

GOALS

As the industry has been transforming, PLMA has also been transforming. Over the past four years, PLMA has rebranded to a “flexible load management community” and undergone an important and needed transformation to restructure, operationalize, and professionalize it’s governance, IT systems, and membership experience to enable scale and impact. Looking ahead, strategic leadership will be critical for building on these foundations and keeping pace with the rapidly changing industry. PLMA is still uniquely positioned to be the industry-leading voice on use of flexible load management, but PLMA needs to innovate and evolve to continue supporting and guiding the flexible load community through unprecedented change. My goals, at a high-level, are to continue PLMA’s role supporting practitioner knowledge sharing, education, fostering new industry leadership, and network development, while also enhancing our role through thought leadership, strategic partnerships, and better articulating load flexibility’s role in solving our current energy transition challenges (see below).

INITIATIVES

1. Guide PLMA’s strategic visioning and positioning within the industry to accelerate load flexibility scale by identifying new opportunities and minimizing barriers, including making the link between load flexibility and affordability more clear, as we face rising energy-related costs, particularly related to distribution upgrades; outlining the full set of use cases for load flexibility, including the role of load flexibility relative to data centers, grid infrastructure investment and asset management, decarbonization, and new market constructs; and better articulating the full value of these use cases. These are efforts I’m currently supporting through PLMA’s Load Flexibility Valuation Strategic Initiative and Equitable & Affordable Access to Load Flexibility Strategic Theme, and will continue encouraging across all of PLMA’s activities. 


2. Further develop our strategic partnerships with grid operators/planners, regulatory/policy groups like NASEO/NARUC, and other professional associations, as the scope of “flexible load management” grows and others enter the space.


3. Carrying forward some continuity in leadership and institutional knowledge as the organization welcomes a new Executive Director to help support the organization’s transition. 


4. Promoting PLMA’s culture of community, people-first values, and opportunity for all, both within and outside of the organization.

I bring a decade of experience in energy technologies to PLMA, focusing on load management, VPP and DERMS, and DER integration. My career has provided opportunities to support efforts shaping industry strategy, aligning with PLMA’s initiatives. In both my work and within PLMA, I am actively driving innovation and advancing key efforts that align with PLMA’s mission to drive dynamic load management and DER applications.

Key Qualifications:

  • VP of Marketing, Edge Zero (Present): Leading marketing for a low voltage network monitoring company focused on energy grid efficiency and DER integration.
  • Director of Marketing and Communications, EO Charging: Led marketing for EV charging solutions, advocating for sustainable energy infrastructure.
  • Women in Demand Management PLMA Affinity Group Co-Chair (2021-2023)
  • Head of Marketing, Generac Grid Services: Supported corporate strategy and drove marketing for the company’s DERMS solution, interfacing with many of PLMA’s utility and vendor members.
  • Senior Research Analyst, Guidehouse: Led VPP research and supported energy management and demand response projects. Through my passion for energy management and grid modernization, I’ve built strong relationships with technology vendors and utilities participating in PLMA initiatives. This network allows me to contribute insights and collaborate effectively with industry leaders to advance peak load management solutions and strategy.

GOALS

Three measurable goals I see as important for PLMA’s continued success as an organization include:

  • Demonstrated ability to link strategy to practical implementation: I hope to support PLMA’s continued execution and growth of strategic initiative-linked symposiums; drive attendance to hot topic and other virtual peer-to-peer sessions; and produce roadmaps, strategy guides, or best practice materials to assist in the creation of actionable frameworks and guides focused on emerging topics such as electric vehicle (EV) load management and integrating Distributed Energy Resources (DERs) as grid resources.
  • Recruit new and retain existing members: PLMA continues to grow but has an opportunity to expand its membership to different types of utilities, new technology companies and other key industry stakeholders. I want to support efforts to increase membership and engagement, linking members with PLMA strategic initiatives in a mutually beneficial way.
  • Engaging with other industry organizations: PLMA has just conducted a fabulous re-brand, and I’d like the organization to capitalize on its hard work! One way to do so is to increase collaboration with various energy-focused associations and initiatives to increase the overall impact of PLMA’s work across the energy landscape. Through these efforts, I aim to help PLMA remain at the forefront of peak load management while supporting its mission to drive innovation, collaboration, and best practices within the industry.

INITIATIVES

At the recent PLMA Leadership Council Dinner in Kansas City, a word cloud exercise highlighted growing interest in operational issues—everything from load flexibility in day-to-day operations to challenges like “transformers popping.” As a Board Member, I would like to foster real conversations that continue to move load flexibility out of the DSM and innovation silos and into utility operations, where it can directly improve reliability, resilience, and customer outcomes. I believe PLMA is uniquely positioned to connect thought leadership with on-the-ground practices, and I want to help make that bridge stronger. Additionally, I have engaged across organizations including, but not limited to, the Association of Energy Services Professionals (AESP), the National Association of Regulatory Utility Commissioners (NARUC), the American Public Power Association (APPA), and the National Rural Electric Cooperative Association (NRECA). I look forward to identifying and capitalizing on flexible load management-related opportunities between these groups in ways that support PLMA’s focus and strategic initiatives.

PAST ACTIVITIES

I have participated in PLMA initiatives and programming since the summer of 2018, with my first conference in Minneapolis, MN, the following spring. I have spoken on panels, in sessions and lightning rounds with the group. From 2021 to 2023, I served as a Women in Demand Management Affinity Group Co-Chair, where I co-led speaker series, mentor programs and networking initiatives to empower women in the flexible load management industry, driving awareness and community-building within PLMA.

Timothy Treadwell, San Diego Community Power

Timothy Treadwell

EXPERIENCE

I bring 20 years of experience in the electric utility industry, with a focus on distributed energy resources (DERs), demand flexibility, and smart grid innovation. In my current role at San Diego Community Power, I lead the development and implementation of the agency’s Flex Load Strategy, overseeing the design and delivery of load shifting programs, vehicle-grid integration (VGI) initiatives, and management of the agency’s distributed energy resource management system (DERMS). My background includes program design, applied research, and technology deployment, with particular emphasis on enabling DERs to serve as reliable, dispatchable grid assets. In addition to my current leadership role at a large, California-based Community Choice Aggregator, I have held positions within consulting, non-profits, and an investor-owned utility. This experience has provided me with a comprehensive perspective on the opportunities and challenges of advancing load management, and its potential to reshape the electric utility industry.

GOALS

If elected to the Board, my primary goal is to strengthen PLMA’s role in advancing the use of distributed energy resources (DERs) as trusted, reliable bulk system and distribution operations resources. Load flexibility is emerging as an essential tool for maintaining reliability, enabling decarbonization, and meeting customer demand. PLMA has a unique opportunity to accelerate the transition from pilots to scalable practice. I would like to use my knowledge and experience in this space to:

  • Elevate the visibility of DERs as a core grid planning and operations tool.

  • Build consensus among utilities, regulators, and solution providers on best practices for integrating flexible load into bulk system and distribution operations.
  • Expand PLMA’s technical and policy resources to help members overcome operational, regulatory, and customer engagement barriers.
  • Ensure that PLMA remains the premier forum for sharing lessons from real-world DERMS deployments, load shifting programs, and grid services initiatives.

INITIATIVES

Aligned with PLMA’s 2024 Strategic Initiatives, I would focus on:

  • DERs as a Grid Resource: I would like to champion efforts to expand DER management frameworks that move beyond pilots and into standard utility practice. This includes advocating for interoperable standards, scalable market structures, and pathways for distributed flexibility to participate in wholesale and distribution-level planning.
  • EV Impacts to the Grid: As EV adoption accelerates, I would help expand PLMA’s focus on managed charging strategies and V2X integration. My goal is to position PLMA as a leading convener on EV-grid integration, sharing lessons from emerging pilots and scaling best practices.

EXPERIENCE

I have been CEO of Aquanta Inc., which is the leading IOT solution for connecting water heaters to the smart grid, since 2010. Frequent speaker in industry forum including PLMA, ACEEE, and EPA’s Better Buildings Network.

GOALS

We are at a pivot point in our industry, with load management more pertinent than ever. PLMA will step up as the thought leader and connector for those seeking to scale DER solutions.

EXPERIENCE

18 years of experience working internationally with utilities, vendors, and institutions on DR and DER-related strategic planning, procurement, potential studies and forecasting, program design, cost-effectiveness analysis, evaluation, and analytics.

  • Principal and Founder of Trillium Energy Consulting, a single-member LLC working with local governments, utilities, community-based organizations, vendors, and strategic partners on advancing the uptake of DER and load flexibility.
  • Prior to Trillium, I spent 16 years at Guidehouse (previously Summit Blue Consulting, then Navigant) where I was a Director co-leading Guidehouse’s Energy Analytics team, in which I supported Guidehouse’s Energy practice with new solution development for DER-related analytics, particularly in load management, transportation electrification, decarbonization pathways, and grid modernization & asset investment planning.
  • Active member of PLMA since 2014 (see below for more detail on my activities with PLMA).

GOALS

As the industry has been transforming, PLMA has also been transforming. Over the past four years, PLMA has rebranded to a “flexible load management community” and undergone an important and needed transformation to restructure, operationalize, and professionalize it’s governance, IT systems, and membership experience to enable scale and impact. Looking ahead, strategic leadership will be critical for building on these foundations and keeping pace with the rapidly changing industry. PLMA is still uniquely positioned to be the industry-leading voice on use of flexible load management, but PLMA needs to innovate and evolve to continue supporting and guiding the flexible load community through unprecedented change. My goals, at a high-level, are to continue PLMA’s role supporting practitioner knowledge sharing, education, fostering new industry leadership, and network development, while also enhancing our role through thought leadership, strategic partnerships, and better articulating load flexibility’s role in solving our current energy transition challenges (see below).

INITIATIVES

1. Guide PLMA’s strategic visioning and positioning within the industry to accelerate load flexibility scale by identifying new opportunities and minimizing barriers, including making the link between load flexibility and affordability more clear, as we face rising energy-related costs, particularly related to distribution upgrades; outlining the full set of use cases for load flexibility, including the role of load flexibility relative to data centers, grid infrastructure investment and asset management, decarbonization, and new market constructs; and better articulating the full value of these use cases. These are efforts I’m currently supporting through PLMA’s Load Flexibility Valuation Strategic Initiative and Equitable & Affordable Access to Load Flexibility Strategic Theme, and will continue encouraging across all of PLMA’s activities. 


2. Further develop our strategic partnerships with grid operators/planners, regulatory/policy groups like NASEO/NARUC, and other professional associations, as the scope of “flexible load management” grows and others enter the space.


3. Carrying forward some continuity in leadership and institutional knowledge as the organization welcomes a new Executive Director to help support the organization’s transition. 


4. Promoting PLMA’s culture of community, people-first values, and opportunity for all, both within and outside of the organization.

EXPERIENCE

With over 17 years of experience working in the demand-side management space with utilities, I bring a deep and strategic awareness of technical, programmatic, and regulatory topics that are relevant to demand flexibility. From a technical domain perspective, I have worked with all of the major IOUs, municipals, and cooperative utilities helping design and deploy effective load management programs, including support with organizations, regulatory, and implementation challenges across both traditional loads and emerging distributed energy resources. I have held many senior leadership roles across the industry ecosystem (E Source, Resource Innovations, Enervee, and ev.energy, Avista’s DSM Advisory Group) responsible for strategy, budgets, outcome delivery, and stakeholder coordination. I have extensive experience with risk management, tradeoffs, prioritization across competing goals that I can help bring to PLMA’s strategic direction. I also bring a strong network of utilities, vendors, regulators, and governmental agencies in energy sector who can help advance PLMA’s goals. One of my strengths is translating technical challenges to nontechnical stakeholders and synthesizing information in a meaningful way to advocate for change and work to convene cross-sector collaboration. I have ample experience in speaking and publishing content in the energy space, including at many PLMA conferences.

GOALS

I am passionate about decarbonization and I believe load flexibility presents us with a huge opportunity. Yet, many hurdles are ahead. My goals in joining PLMA would be to help guide working groups to define best practices for integrating DERs (EVs, storage, solar, HVAC, behind-the-meter) for whole home load flexibility. I would do this by contributing my knowledge on programs and regulatory models that are helping and hindering load flexibility in the U.S. and Europe, and develop content and tools to more widely distribute research and findings. I would work to support education/training about managed charging, vehicle‐to‐grid (V2G) pilots, rates that flatten EV load, and the intersection of EVs with other home devices, including batteries and solar. etc. I would also work to foster greater collaboration between utilities, OEMs, charging infrastructure providers, and the evaluation community. Finally, I would help expand PLMA reach broader stakeholder groups (regulators, policy makers, utilities, OEMs) through my network.

INITIATIVES

I’m interested in a few key initiatives: First, I would be interested to drive more value to PLMA members through participation in peer-to-peer learning sessions, best practice sharing, case study publications. leading or sponsor a PLMA working group. Second, I would want to help expand PLMA’s network through regional or virtual forums focused on emerging topics like EV managed charging, energy storage, or DER integration, and by engaging new audiences across the ecosystem including OEMs, regulators, and evaluators. Finally, I think tackling the topic of how to make DERs equitable through quantification of rate stabilization for non-participants and engaging in new program designs that help spur direct participation from those in lower income bands is critical.

PAST ACTIVITIES

I have been a member of Peak Load Management through the various companies I’ve worked at over the last 17 years – E Source, Resource Innovations, Enervee, and ev.energy – and I’ve been engaged in the group through its research and webinars, as well as working groups. I currently serve on the EV Impacts to the Grid Task Force and have spoken at PLMA conferences 4 times over the last few years.

Dain Nestel, Escend

EXPERIENCE

Dain Nestel is a customer-focused executive with 20+ years of international experience across Energy, Consumer Products, and Telecommunications. Since 2008, he has specialized in demand-side management (DSM), designing and implementing energy efficiency and flexible load portfolios for utilities, which includes launching CLEAResult’s Demand Response business line in 2016. As Head of Growth and Commercialization at Portland General Electric (PGE), he led business customer sales, program and platform development, portfolio execution and advanced key initiatives in transportation electrification, integrated resource planning (IRP), and virtual power plants (VPPs). A recognized thought leader, Dain has presented on DSM, load management, and strategies for serving large-load requests in semiconductor and data center sectors. He has a proven track record in strategy, sales, marketing, and general management, with deep expertise in P&L and financial management.

GOALS

The electric utility industry is at a pivotal inflection point. Data centers are demanding unprecedented levels of power—ranging from 100 MW to 1 GW—while utilities are eager to capture this load growth but face constraints from lengthy construction timelines. At the same time, consumers will accept only modest price increases. Distributed Energy Resources (DERs) and flexible load solutions offer scalable pathways that benefit all stakeholders. PLMA is uniquely positioned to enable this transformation. My goals for PLMA are twofold:

  1. Empower our Flexible Load community to develop, implement, and scale innovative solutions—while fostering a culture of shared learning and continuous growth.
  2. Support PLMA’s growth while preserving the inclusive, appreciative culture that defines our organization.

INITIATIVES

  1. I would like to continue serving on the Finance Committee to ensure financial stability and governance,
  2. Support the Membership Committee recruit and retain flex load practitioners and
  3. Champion a Data Center flex load working group so PLMA is seen as a flex load resource for the industry.

PAST ACTIVITIES

Since first attending PLMA in 2014 I have been on the Awards committee, been a sponsor, moderated panels and have been a panelist, supported the Portland Spring Conference and I joined the Board of Directors in January, 2025 and am actively involved in the Finance and Membership committees.

EXPERIENCE

Over the past decade, I’ve worked with over two dozen utilities, designing, implementing, and analyzing a wide range of load management and electrification programs. My experience ranges from on-the-ground implementation for small public power utilities to leading strategic initiatives for large investor-owned utilities. This broad industry knowledge has been valuable in my current term as an At-Large Leader, where I’ve leveraged it to effectively represent the Associate members to the PLMA Leadership Council and Board of Directors.

GOALS

My primary goal is to continue serving as a strong advocate for the diverse interests within the PLMA membership. I aim to foster greater engagement from our existing members, particularly those who are currently less active. PLMA’s strength lies in the rich variety of voices and experiences across its membership, and I believe there are untapped opportunities for collaboration and knowledge-sharing. I am a strong supporter of PLMA’s 3 Strategic Initiatives, and 2 Strategic Themes. EVs are a main focus of my work; I also have a particular interest in the Load Flexibility Valuation initiative, and advocate for thoughtful and robust approaches to valuation that leverage AMI data analysis.

INITIATIVES

I would continue to champion member development, with a particular focus on public power and cooperative utilities and the joint action agencies, and the generation and transmission cooperatives that serve them. To this end, I am a founding co-chair of the Public Power and Cooperatives interest group, and we are working on growing membership and participation from these groups.

PAST ACTIVITIES

I have attended, presented or been a co-chair at the majority of PLMA in-person events since the conference in Baltimore in 2022, including all three EV symposiums. I have been At-Large Leader since 2023, and have been a founding co-chair of the Public Power and Cooperatives Interest group since 2024.
